Baptcare Affordable Housing provides affordable, well-located, and well-built housing for people on lower incomes who are at risk of—or are experiencing—homelessness. This, in turn, provides respect and dignity for people in need of accommodation.
We believe that secure, appropriate, and affordable housing is a basic human right. It provides the foundational stability for individuals and families to enhance wellbeing and create a full, independent life for themselves. Social housing plays a critical role in supporting people impacted by the housing affordability crisis.
We are proud that over ten years, Baptcare Affordable Housing (BAH) has played a role in providing accommodation for people in need.
Baptcare Affordable Housing currently:
- provides homes to over 500 residents
- manages 280 apartments, villas, townhouses and houses
- provides accommodation in communities across Metropolitan Melbourne, Greater Geelong, Wangaratta, and Devonport.
There are many reasons why affordable housing is critical to our collective future.
These include:
- 80% of low-income earners paying more rent than they can afford
- an ageing population
- a general decline in home ownership.
In response to the growing need for affordable housing, Baptcare Affordable Housing was created in 2013 as a subsidiary of Baptcare.

Meet the Baptcare Affordable Housing Board
Baptcare Affordable Housing Board Members are a dedicated group of individuals who attend to the governance of our organisation.
The Board Members meet on a regular basis and together make decisions that are critical to the ongoing success of Baptcare Affordable Housing and support for people impacted by the housing crisis.
Our projects
Here are some examples of how Baptcare Affordable Housing is building safer, more resilient communities in response to Australia’s housing and homelessness crisis.
The Baptcare Affordable Housing PassivHaus Project: completed
Developed as a partnership between Homes Victoria, Baptcare, and Creation Homes. Our PassivHaus dwellings are in Albion, Melbourne.
PassivHaus is an innovative design standard. It dramatically reduces a building’s energy requirement, while using more natural factors for heating and cooling. This helps residents stay comfortable with less energy usage, and less energy costs throughout the year.
Achieving high levels of energy efficiency
Other dwellings at our Albion location achieve a rating of 7-stars in the Nationwide House Energy Rating Scheme (NatHERS). NatHERS is the most common way to assess energy efficiency performance.
A rating of 7-stars ensures long-term energy efficiency and comfort for residents. This is because the homes retain their conditions: once they are warm in cold weather, they stay warmer for longer, vice versa in hot weather. This means residents spend less money on heating and cooling bills, easing the pressure on their finances.
Victoria’s Big Housing Build Program – 46a Thornhill Drive: in development – information for the community
Baptcare Affordable Housing has civil works well underway at 46a Thornhill Drive, Keilor Downs, with 47 new affordable homes, comprised of 23 single-storey and 24 double-storey dwellings.
These dwellings will be accessible by a new loop road through the site which connects to Thornhill Drive. Each home is provided with one car parking space, and landscaping is proposed across the site in front and rear yards and within new nature strips.
This project is part of Victoria’s Big Housing Build, which seeks to deliver much-needed new homes for Victorians and create new jobs to support Victoria’s economic recovery.

Victoria’s Big Housing Build Program – 50s Gillwell Road, Lalor: in development – information for the community
Baptcare Affordable Housing has commenced development at No. 50s Gillwell Road, Lalor with 48 new affordable homes, comprised of 24 single storey and 24 double-storey dwellings.
These dwellings will be accessible by a new loop road through the site which connects to Pinetree Crescent. Each home is provided with one car parking space, and landscaping is proposed across the site in front and rear yards and within new nature strips. Baptcare Affordable Housing seeks your feedback on this proposal.
This project is a part of Victoria’s Big Housing Build, which seeks to deliver much-needed new homes for Victorians and create new jobs to support Victoria’s economic recovery.
